UPDATE November 6, 10:53 UTC
GMA News reports that Bicol State seismologists are fearing that this earthquake could create damage on properties.
There are still no reports from the scene itself.

Earthquake Report comment :
Shallow dangerous earthquake, luckily out in the sea.
The same area was hit 2 days ago with a M 5.1 earthquake.
GDACS has just issued an ORANGE earthquake alert for this earthquake = moderate chance on damage and/or injuries
USGS predicts that 319,000 people will feel a V Mercalli value.
GDACS computed population numbers relative to the  epicenter :
1,866 people are living within a radius of 10 km around the epicenter
15,932 people are living within a radius of 20 km around the epicenter
137,593 people are living within a radius of 50 km around the epicenter
3,866,742 people are living within a radius of 100 km around the epicenter

The area of the earthquake is mountainous with slopes up to 50%. Landslides are always possible and can be demolishing, although they occur mostly with heavier shocks combined with rainfall.

There are NO hydrodams or Nuclear plants on the vicinity of the earthquake’s epicenter.

Based on the latest computing models,  some parts of Burias Island would get a Mercalli V shock (moderate to strong shaking).

Moderate earthquake close to Tokyo, Japan

Greater Tokyo Area is the world's most populou...

UPDATE 14:12 UTC
A few FeelWitness reports from the epicenter area
* Wasn’t that small for a friend that works in Sano, stuff danced for their shelfs and most likely at his home too. They were close to where it originated. Still getting shakes minutes after the first tremor.
* We live in an older apartment in Kuki in Saitama, I thought my fridge was gonna fall over, some cups fell off the shelf. Me and the kids stood in the genkan with the door opened a spot, just in case it got bigger all of a sudden, freaked me out ! The kids just went back to playing!
* Over here, in western Tokyo, it was not too bad rather lengthy though.
* In Sonic City, Saitama, the Japan Philharmonic was about 12 minutes into the first movement of Tchaikovsky’s first Piano Concerto. There was a long, deep rumbling sound which I knew was not coming from any timpani – and the floor moved up and down very visibly for a few seconds, people gasping, thinking no doubt “not again!” – But the Orchestra and pianist Michie Koyama just kept on playing and never missed a beat! Well done, great concert!

UPDATE 11:16 UTC
The Japan Meteorological Center gets numerous felt reports from Tokyo and neighboring town people.
Japanese are using another Felt scale (JMA Seismic Intensity)
JMC gives for this earthquake a value of M 4.7 (a lot less) and a depth of 50 km.
The reports out of Tokyo City give a maximum JMA of II  = felt by most people in a building
The maximum received values in some close by prefectures (Tochigi and  Saitama) are IV JMA = Many people are frightened.
